Talking to another prospective client today he brought up the fact that his manager would like a lower rate because he has had a bad experience with agency recruiters in the past.

The important question here is, what was the bad experience?  If the experience was that they couldn’t find what you needed, I understand the disappointment (as long as some other method could find what you needed), but you didn’t have to pay anything if that was the case.  If your experience was that it was a bad hire, then you made a bad hire.  That’s not the recruiter’s fault.
